I am sending you a summary of the most important testimonies of those arrested by the GUGB NKVD of the USSR for March 27, 1938.

For the 3rd DEPARTMENT

1 VK ALKALAEV, former head of the combat training department of the Central Council of Dynamo. Interrogated: FEDOSEEV.

He testified that in 1926 he was recruited by a Japanese intelligence officer ‐ a former employee of the Dynamo Central Council LAPIN ‐ for espionage work in favor of Japanese intelligence (LAPIN was convicted) and was collecting espionage information until 1936.

In 1936, the ALKALAEV was initiated by the LAPINS into the terrorist activities of an anti‐Soviet organization in Moscow and was recruited to carry out terrorist attacks against the leaders of the CPSU (b) and the Soviet government. In addition, Alkalaev contacted the members of the organization RASPEVIN, POL and BULYGIN (convicted), with whom he was engaged in sabotage and destruction of the Dynamo economy.

2. KEDER A.Ya., Estonian, before his arrest, head of the supply department of the USSR Peopleʹs Commissariat of

Communications. Interrogated by SEGAL and NIKITIN.

He testified that in 1924 he was recruited by one of the leading members of the anti‐Soviet nationalist Estonian organization in Moscow, RYASTOS (arrested). On the instructions of RYASTOS, he carried out espionage work to collect information about the state and political economic situation of the Estonian colonies in the USSR. The collected information was transferred to RYASTOS for direction beyond the cordon.

In 1927‐1928. KEDER contacted the adviser to the Estonian mission VYKHMAR and organized secret meetings between VYKHMAR and RJASTOS and other members of the organization.

Keder also testified that he received from RJASTOS Estonian nationalist literature that was illegally delivered to the USSR.

3. TALBERG VM, before his arrest an engineer of the Military Engineering Academy of the Red Army. Interrogated by ORLOV.

He confessed that in 1922 he was recruited by the resident of the Latvian intelligence service FREJENBERG (established) for espionage work in favor of Latvia.

FREJENBERG put TALBERG in touch with the representative of the Latvian intelligence Tauberg (to be established), who was at that time the director of the Kauchuk plant, from which TALBERG was instructed to recruit agents for Latvian intelligence and collect military and economic espionage information.

During 1920‐1923. TOWBERG recruited LAUE Otto, DUNFELD Oscar, KURIN and KANEK (all being installed) who were working at the Rubber Plant at the time.

In 1924 TALBERG resigned from the Kauchuk plant and, at the direction of Tauberg, established contact with one of the employees of the Latvian mission in Moscow, at whose suggestion the network he recruited was handed over to the master of the Kauchuk plant, PFEIFER.

From 1924 to 1937 TALBERG conducted intelligence work under the direct supervision of an officer of the Latvian mission.

In 1927, TALBERG established a connection with an agent of the URGA Latvian intelligence, living in Ukraine (arrested, confessed), through whom he collected spy information of an economic and military nature in Ukraine.

Beginning in 1933, TALBERG, while working at the Military Academy of the Red Army, transferred all the espionage information available to him from the Academy to the Latvian intelligence service.

4. MAMAEV AS, Consultant of the Main Department of the Cotton Industry of the NKLP. Interrogated: TIMONIN.

He showed that he had taken the path of active struggle against the Party and the Soviet government as early as 1923, heading the ʺTrotskyist oppositionʺ in Tashkent during this period.

In 1924, being the chairman of the Glavhlopkom in Moscow, he contacted Pyatakov and in 1926 was informed about the creation of a Trotskyist center.

On the instructions of an anti‐Soviet organization, MAMAEV carried out sabotage work to disrupt cotton growing. For this purpose, they, MAMAEV, were involved in the organization of the former representative of the Cotton Committee in Central Asia Shcherbakov and a member of the board of the Cotton Committee GUREVICH

(arrested).

In Transcaucasia, for the same purposes, MAMAEV recruited an employee of cotton organizations BIRYUSHEV (being checked).

In 1929 MAMAEV was sent to America as deputy. prev. Amtorg with a special task to create there K.‐R. Trotskyist organization, disorganize the import of equipment for industry and overpay foreign currency in favor of TROTSKY.

These tasks K.‐R. organization MAMAEV fulfilled.

In Amtorg, he created a Ph.D. a Trotskyist organization consisting of the employees of Amtorg ZEVYAKIN (being tested), Bogdanov (arrested), MAULIN (being tested), BARYSHNIKOV (being tested).

MAMAEV sent equipment for factories from America incomplete. For the design of the Magnitogorsk Combine, an agreement was concluded with a minor company ʺMokkisʺ, the design terms under the agreement were due to longer than those established by the Soviet government. At the same time, the cost of design work was determined in the amount of 1,200,000 dollars, 20% of this amount was overpaid for the Trotskyist organization.

In addition, MAMAEV disrupted orders for equipment for KhTZ, ZIS, etc.

After returning from America, MAMAEV, while working in the knitwear industry, created a Ph.D. organization of workers in this industry and carried out active sabotage and sabotage work.

5.             Selissky                DB, former          consultant           of            the          Soyuzpromstroy trust. Interrogated: NASEDKIN.

He showed that in 1932, while working at the Soybean Research

Institute, SELISSKY established a close friendly relationship with LABAZNIKOV, who arrived at the end of 1931 from Harbin to work at NIIsoi LABAZNIKOV (convicted), who at the beginning of 1933 was recruited into Japanese intelligence agents for espionage and sabotage activities in the soybean industry and the Moscow Food Trust.

In the same year 1933 D.B. SELISSKY. on the instructions of the resident of Japanese intelligence N.K. LABAZNIKOV recruited citizen A.I. ZUBKOV for sabotage activities. (not arrested), who worked as a culinary instructor at the 1st Moscow Experimental Soybean Plant.

Selissky gave LABAZNIKOV a number of secret information about the state of the soybean industry: a description of the technological process of processing soybean culture, technical recipes for the production of various food products from soybeans, working drawings with calculations and explanatory notes on soybean plants and a number of other information.

Leading the distribution of soybean products of the Moscow plant for factories‐kitchens and district canteens in Moscow, he produced massive spoilage of soy products, the use of which caused gastric diseases and easy poisoning of citizens.

In the spring of 1933, SELISSKY received from LABAZNIKOV a direct task to prepare and carry out the mass poisoning of workers and employees of the automobile plant named after I. Stalin, the Electrozavod, the Dynamo plant, who use the dinners of the factory kitchens, and from the same LABAZNIKOV received 400 grams of poisonous powder.

The practical implementation of these acts of sabotage SELISSKY was entrusted to the saboteur A.I. ZUBKOV, who, being a culinary instructor of an experimental soy plant, systematically visited and took part in the preparation of soy meals at kitchen factories and canteens.

A. I. ZUBKOV committed acts of sabotage that caused mass poisoning of workers and employees of the defense plant No. 17 in the amount of 774 people, workers and employees of the Podolsk state mechanical plant in the amount of 135 people, who dined in factory kitchen factories.

For his espionage and sabotage activities D.B. SELISSKY. at various times received from LABAZNIKOV N.K. about 4000 rubles, of which 1500 rubles. handed over to the saboteur ZUBKOV.

For the 4th DEPARTMENT

1. DERIBAS ETC. Interrogated: GATOV.

Deribas testified that in the secret department of the Cheka‐OGPU, since 1922, there existed a counter‐revolutionary group of SRs consisting of AGRANOV, RESHETOV and GELFER, with which

Deribas was also associated.

The specific counterrevolutionary activities of the group were mainly reduced to the following:

1.                   AGRANOV, conducting an investigation into the case of the Central Committee of the AKP and preparing this case for the trial, concealed his participation in the attempt on V.I. LENIN as ʺLeft Communistsʺ (BUKHARINA) and Left Socialist Revolutionaries (KAMKOV,

SPIRIDONOVA‐IZMAILOVICH).

2.                   After the trial of the Central Committee of the AKP, all the convicted Central Committee members (22 people) were concentrated in one political isolator, and then sent into exile not singly, but in groups, thus, the entire composition of the Central Committee remained a compact group.

3.                   In order to defeat the agents, RESHETOV prepared and transferred the central informant BESPALOV over the cordon, who published everything that he knew about the Novoe case, as a result, the agents for the main developments were failed.

4.                   For treacherous reasons, the militants of the Social Revolutionaries SEMENOV, KONOPLEVA, USOV and others were retained.

5.                   In order to preserve the SR cadres, RESHETOV, at the direction of AGRANOV, removed from the operational register the SRs who entered the CPSU (b) for a double‐dealing purpose.

According to the testimony of DERIBAS, from the words of

               AGRANOV,      he       knows      that      SIDOROV,       ZAPOROZHETS,

GOROZHANIN and ALEXEEV subsequently joined the group of SRs in the Secret Political Department.

DERIBAS further testified that in 1912 he was associated with the exiled Socialist‐Revolutionary Bardin, with whom he renewed contact in 1922 while working in the Secret Department of the Cheka‐OGPU.

2. KRICHEVSKY, director of the Moscow Microbiological Institute, professor. Interrogated: DENAU.

KRICHEVSKY admitted that he is a member of the German‐Polish espionage and sabotage organization among microbiologists, in which he was involved in 1934 by Professor LYUBARSKY ‐ Deputy. Director of the Control Institute of Serums and Vaccines named after Tarasevich.

The organization was created by a German citizen, a member of the

German Red Cross Mission ‐ Dr. Zeiss, who lived in the USSR until 1930. With the coming to power of HITLER in Germany, CEISS was

appointed a senior official in the Ministry of Health.

After CEISS left for Germany, the organization was headed by Professor LYUBARSKY.

According to the testimony of KRICHEVSKY, LYUBARSKY instructed him to develop methods for destroying the actual forces of antibacterial vaccines, and he proposed to do this in such a way that it would be detected during control. For this purpose, KRICHEVSKY attracted Dr. BASKIN, who worked as the head of the anaerobic laboratory of the Microbiological Institute.

Professor BELONOSKY carried out a similar work in Leningrad.

Krichevsky further testified that in 1934 he handed over to LYUBARSKY, who came to Poland to take part in the tuberculosis congress, materials about the work of the pharmaceutical institute on the synthesis of chemotherapeutic drugs. These materials by LYUBARSKI in Warsaw were handed over to the representatives of the CEISS.

For the 5th DEPARTMENT

1.                  Egorov, former   deputy. Peopleʹs               Commissar         of

Defense. Interrogated: YAMNITSKY.

He confessed that he, EGOROV, DYBENKO and BUDENNY headed the leadership of the anti‐Soviet right‐wing group in the Red Army, which was an organization that had its members in military districts.

This anti‐Soviet organization was in a particularly conspiratorial position outside of the anti‐Soviet military conspiracy headed by

TUKHACHEVSKY.

2.                  PRAMNEK , the former secretary of the Donetsk regional committee of the CPSU (b). Interrogated: NIKOLAEV.

He gave initial testimony that he was a member of the Trotskyite and Latvian nationalist organizations.

PRAMNEK joined the Pravotrotskyist organization in 1930 and was connected with the center of the organization through LOBOV.

In the mountains. Gorky PRAMNEK established contact with members of the former organization. deputy. chairman of the regional executive committee OSTROVSKY, ex. Secretary of the Gorky City Committee of the All‐Union Communist Party of the Soviet Union (b) PUGACHEVSKY, ex. Director of Plant No. 21 MIROSHNIKOV and others. PRAMNEK showed that he has been actively participating in the Latvian nationalist organization since 1932 and was associated with BAUMAN, LASIS, OSIS, WALTER and others.

In connection with his position in the party, PRAMNEK was in a particularly secretive position in both anti‐Soviet organizations.

PRAMNEK shows about his sabotage work in the Gorky Territory, especially in the field of industry, and names a group of his accomplices on this counter revolutionary activities. So, for example, he was associated with the director of the 94th plant RADKEVICH, the director of the plant 80 KAZINITSKY, the director of the Krasnoe Sormovo plant SURKOV, the director of the Engine of the Revolution plant WALTER.

Further, he was associated with anti‐Soviet work with a group of workers of the regional executive committee, regional executive committee, regional committee and regional organizations.

Along with this, he gives evidence about the members of the Latvian spy organization with whom he was associated.

Returning in 1930 from Germany through Riga, PRAMNEK contacted the intelligence service in Riga and received an espionage assignment. Over the course of a number of years, he provided espionage materials for German and Latvian intelligence services and assisted in the collection of espionage information for spies who came to Gorky.

3. VAREIKIS I M., former secretary of the regional committee of the AllUnion Communist Party of Bolsheviks at the DCK. Interrogated by LUKIN and BRENER.

In addition, he testified that he deliberately concealed from the investigation a highly conspiratorial member of the anti‐Soviet Trotskyite organization PRAMNEK E.K., the former secretary of the


 

regional committee of the CPSU (b) in the Gorky region, now secretary of the Donetsk regional committee of the CPSU (b).

In the fall of 1934, at YAKOVLEVʹs dacha in Sosnovka, BAUMAN, in the presence of YAKOVLEV, informed VAREIKIS that he was

personally connected with a particularly conspiratorial member of the Trotskyite organization P RAMNECOM, who is the head of this organization in the Gorky Territory and created a widespread antiSoviet organization there, the main core of which is a significant group of Latvians located in important sectors of industry, especially military, in the Gorky Territory.

At the same time, YAKOVLEV and BAUMAN instructed VAREIKIS to personally contact PRAMNEK in order to contact anti‐Soviet subversive activities in the Gorky and Stalingrad regions.

At the June plenum of the Central Committee of the All‐Union Communist Party of Bolsheviks in 1935, VAREIKIS established a personal connection with PRAMNEK on conspiratorial activities under the following circumstances: after the plenum, VAREIKIS agreed with PRAMNEK to go together to Gorky, and from there VAREIKIS would travel along the Volga to Stalingrad.

On the train VAREIKIS told PRAMNEK that he knew from BAUMAN about his participation in the Pravotrotskyist organization. PRAMNEK confirmed to VAREIKIS about his participation in the Pravotrotskyist organization, said that he had created an organization in the Gorky Territory that conducts subversive and sabotage work in the industry of the Gorky Territory, especially the military.

In addition, PRAMNEK told VAREIKIS that he is also the head of the Latvian nationalist organization in the Gorky region, which is carrying out the same subversive work in all sectors of the industry and agriculture of the region.

VAREIKIS informed PRAMNEK about the directives received by YAKOVLEV from TROTSKY, where the latter insists on organizing sabotage and terrorist groups and committing terrorist acts against individual leaders of the party and government.

PRAMNEK also informed VAREIKIS that, on his instructions, sabotage cells were created at the factories of the defense industry, which carry out sabotage and sabotage work, and that he also created separate terrorist groups.

Through the Latvian organization PRAMNEK said that he was personally connected with RUDZUTAK and BAUMAN.

For the second time VAREIKIS had a conversation with PRAMNEK in Moscow in December 1936. VAREIKIS then informed PRAMNEK that he had been appointed secretary of the regional committee of the AllUnion Communist Party of Bolsheviks in the DCK, that from the center of the organization he had instructions to unite all anti‐Soviet forces and organizations in the DCK and prepare for the coup and the separation of the DCK from the USSR.

PRAMNEK then told VAREIKIS that he also stepped up subversive work in the Gorky Territory, given that the conclusion of a military alliance between Germany and Japan would accelerate the war with the USSR and the overthrow of Soviet power.

For the third time VAREIKIS met with PRAMNEK at the February plenum of the Central Committee of the CPSU (b) in 1937 in Moscow.

VAREIKIS and PRAMNEK informed each other about their disruptive work and the expansion of the organization.

PRAMNEK expressed dissatisfaction with the exclusion of RYKOV and BUKHARIN at the plenum from the Central Committee and spoke about the need to intensify the struggle against the party leadership.

4. LEVANDOVSKY M.K. , Former commander of the Primorsky group of troops of the OKDVA. Interrogated: YAMNITSKY, KAZAKEVICH.

In addition, he testified that since 1925 he had established direct contact with Egorov Alexander Ilyich, who commanded the Belorussian Military District at that time, and since that time he systematically conducted anti‐Soviet conversations with him at meetings, knew about Egorovʹs grouping of a number of persons from the anti‐Soviet element among the senior command personnel to fight for the capture of leadership of the Red Army.

Since 1933, upon his return from Germany, LEVANDOVSKY was involved by Egorov in an anti‐Soviet underground group, which set as its task the preparation of the overthrow of Soviet power.

From this group, EGOROV named LEVANDOVSKY DYBENKO ‐ the former commander of the Privo Military District, KASHIRIN ‐ the former commander of the North Caucasus Military District (both arrested), BUDENNY, GORODOVIKOV and TYULENEV.

From EGOROV, LEVANDOVSKY knew that through him, EGOROV, this group was connected with the Rights and personally with BUKHARIN, RYKOV, ENUKIDZE. Egorov was also associated with ELIAVA.

Apart from Egorov, special activity in this group was displayed by DYBENKO, who held open counter‐revolutionary positions and especially personally hated comrade VOROSHILOV.

From DYBENKO LAVANDOVSKY knew about his aspirations to force the anti‐Soviet coup. This group of right‐wingers in the Red Army had a connection with the anti‐Soviet group of conspiracy participants from former partisans in the person of KOVTYUKH and KUTYAKOV (both arrested), suggesting that they be used both to carry out an anti‐Soviet coup and for the subsequent destruction of a group of conspirators led by TUKHACHEVSKY, as their competitors in the seizure authorities.

Through LEVANDOVSKY and VELIKANOV (arrested), Egorov and DYBENKO kept in touch with the military Socialist‐Revolutionary center. From Egorov LEVANDOVSKY received defeatist instructions in the leadership of the military district and in drawing up an operational plan.

In 1936, LEVANDOVSKY attended a meeting at Egorovʹs apartment, where DYBENKO, TUKHACHEVSKY and UBOREVICH were present, at which the question of coordinating the forces of the group of EGOROV, TUKHACHEVSKY and YAKIR for a joint anti‐Soviet struggle was discussed.

5. YAKOVLEV YA ., Former head. agricultural department of the Central Committee of the CPSU (b). Interrogated by: YAMNITSKII,

KAZAKEVICH.

He additionally testified that in 1935, from BAUMAN (the former head of a department of the Central Committee of the All‐Union Communist Party of Bolsheviks, he was arrested) he learned about his participation in K.‐R. Pravotrotsky organization PRAMNEKA (former secretary of the Gorky and Donetsk regional committees of the CPSU (b) was arrested).

PRAMNEK was also a member of the Latvian spy‐fascist organization, being associated with its leadership in the person of BAUMAN and RUDZUTAK (arrested).

In the Gorky region, PRAMNEK headed the Pravotrotsky organization.

In Gorky, PRAMNEK was connected by Ph.D. work with the head of the regional committee and with the head of the oblzu (the last names YAKOVLEV does not remember). In Moscow, he was associated with DIBETS (head of the NKTP headquarters, arrested) and CHERNOV (NKZ USSR, arrested).

YAKOVLEV from BAUMAN also knew that PRAMNEK, using his Ph.D. communications at the Gorky Automobile Plant, prepared a terrorist act against Comrade. Zhdanova.

From BAUMAN YAKOVLEV it is known that PRAMNEK is connected with German and Latvian intelligence, PRAMNEK established this connection during his trip abroad.

BAUMAN, being a German spy, received from PRAMNEK spy materials on the industry of the Gorky region, and then on the Donbass. About K.‐R. PRAMNEK YAKOVLEV informed VAREIKIS (arrested).

6. MIKHAILOV SG, former assistant to the head of the department of the Academy of the General Staff. Interrogated: LUSCHINSKY.

MIKHAILOV additionally testified that since 1936 he has been a member of the center of the Moscow military organization of the rightwing Socialist‐Revolutionaries. In addition to MIKHAILOV, governing center included: Professor of the Academy of the General

Staff of the RKKA Verkhovsky A.I. (arrested) and assistant. early Department of the same academy MALEVSKY

(arrested).

Being associated with A.I. VERKHOVSKY in terms of Social Revolutionary activities, MIKHAILOV, in addition, carried out the espionage assignments of VERKHOVSKY until the end of 1937, supplied him with secret materials on the Red Army artillery intended for French intelligence, whose agent is VERKHOVSKY.

For 1936‐1937. MIKHAILOV conveyed to French intelligence through

VERKHOVSKY:

1)     detailed data on the newest mountain gun, on the new field gun (F22), detailed data on the 203 m / m howitzer and 152 m / m long‐range cannon;

2)     materials of experimental exercises for 1936‐1937. to break through fortified areas;

3)     a number of information about the re‐compilation of new shooting tables;

4)     the project of the weapons system of the Red Army and

friend. classified materials on artillery.

7.    POKUS Y.Z. , Former deputy. commander of the OKDVA troops, division commander. Interrogated by: LORKISH, LOS, KUZMENKO.

He additionally showed that in 1935 or at the beginning of 1936, an employee of the Soviet embassy in Mongolia, LUBSAN Dombain (now assigned to the 1st department of the GUPVO of the NKVD of the USSR under the name ZATVORNITSKY) came to Borzya and stopped at an apartment near POKUS. LUBSAN told POKUS that he is a Japanese intelligence agent. To the comment of BIT, why he is so frank with him and that ʺsuch things are not joking,ʺ LUBSAN replied that he, BIT, he was not shy about, as he knew from Sodnom ISHI (Japanese resident in

Mongolia) about the spy activities of BIT in favor of Japan.

8.    VERKHOVSKY AI, former Minister of War of the Provisional

Government. Interrogated by: LORKISH, ELS, KUZMENKO.

VERKHOVSKY, who had previously confessed to active anti‐Soviet Socialist‐Revolutionary activities, additionally testified that back in 1918, on behalf of GOTS, GERSHTEIN and other members of the Central Committee of the Right Socialist‐Revolutionaries, he established contact with the officer‐monarchist organizations in the person of b. Generals SNESAREVA in Moscow and SUVORINA in Leningrad, with whom he contacted the work on the creation of cadres for an active struggle against Soviet power. This relationship lasted until the last days. Beginning in 1930, VERKHOVSKY got in touch with TUKHACHEVSKY, who headed the officer‐monarchist organization in the army.

VERKHOVSKY shows that he received a directive from TUKHACHEVSKY to establish contact with the officer‐monarchist groups in the army and to contact them for work.

VERKHOVSKY also showed that, simultaneously with blocking the officer‐monarchist organizations, he, as the head of the military SR organization, on behalf of the Central Committee of the Right SRs, and in subsequent years of the Zakordon SR center (KERENSKY and CHERNOV), created youth SR organizations in the army from the SRs. officers who settled down mainly in the military academies of the Red Army.

These organizations were tasked with gathering all anti‐Soviet forces in the army, sabotage and sabotage in order to weaken the combat capability of the Red Army and its defeat in a future war.

The military Socialist‐Revolutionary organization, as the VERKHOVSKII shows, in its struggle against Soviet power also relied on the former Red partisans and carried out work among them to prepare for the uprising.

On this line, VERKHOVSKY was associated with KUTYAKOV and

KOVTYUKH (arrested).


 

9.                   ZAKHAROV VG, former head of the department of special construction of the Naval Faculty of the Military Engineering Academy of the Red Army. Interrogated by CHEKHOV and SHOKHIN.

He gave initial testimony that in 1932 he was recruited by the former head of the Military Engineering Academy of the RKKA SELIVANOV (convicted) into an anti‐Soviet military conspiracy.

ZAKHAROV showed about a number of sabotage activities carried out by him at the Engineering Academy of the Red Army.

Of the participants in the anti‐Soviet military conspiracy, ZAKHAROV named a former serviceman of the GORODSKY Academy (arrested in 1935), with whom he was personally associated.

10.                KASPER AA, former head of the department of the Military Construction Directorate of the Red Army, quartermaster 1st rank. Interrogated: ELISAVETSKY, SILINTSEV.

He confessed that he had been a participant in an anti‐Soviet military conspiracy since July 1934, into which he was recruited by the former head of the Military Construction Directorate of the Red Army LEVENZON (arrested).

LEVENZON named KASPERA as participants in the anti‐Soviet military conspiracy           GUSAROV          ‐ formerly. early building                 and apartment department KVO, RABINOVICH ‐ b. Head of the SKO LVO, KOZLOVSKY ‐ b. Head of the NKO BVO, BAZHENOV ‐ b. the head of the North‐West Military District, SARAVAYSKY ‐ the former head of the department of the building and apartment administration of the Red Army, and ZHUKOVSKY ‐ the former head of the Military Project of the SKU RKKA (all convicted).

In 1936, LEVINZON told KASPER that the anti‐Soviet military organization was headed by GAMARNIK and that it included Osepyan (convicted), TROYANKER ‐ b. the secretary of the Central Bureau, SIMONOV (both arrested) and the head of the Military Construction

Directorate of the RKKA KHRULEV (not arrested).

After being recruited into the conspiracy, LEVENZON set before KASPER the task of disorganizing the supply of military buildings by delaying the release of building materials, which he carried out.

11.                ROSLOV VI, former head of the Higher School of the Central Council of Osoaviakhim. Interrogated: NIKONOV, KORLYAKOV.

He confessed that he was a participant in an anti‐Soviet military conspiracy, into which he was recruited in 1936 by the former head of the Combat Training Directorate of the Red Army Headquarters A. I. SEDYAKIN (arrested).

ROSLOV was associated with the conspirators from the Central Council of Osoaviakhim, carried out subversive work in the Higher School of Osoaviakhim, recruited into a military conspiracy person from the Higher School of Osoaviakhim, which we are installing.

12.                DENISIEV AN, former head of the department of the 5th department of the Fuel supply department of the Red Army, military engineer of the 3rd rank. Interrogated by TCHAIKOVSKY and VOLKOV.

On March 24, 1938, he gave initial testimony about his participation in an anti‐Soviet military conspiracy, into which he was recruited by the former head of the Fuel Supply Directorate MOVCHIN (arrested) by a member of the conspiracy. After being recruited into the conspiracy, MOVCHIN gave DENISIEV an assignment to carry out sabotage work aimed at disrupting the supply of the Red Army with fuel and oils.

From among the participants in the conspiracy known to him, DENISIEV named the former assistant to the head of the 1st department of the USG RKKA STOLA STOL, the former head of the 5th department of the USG KANTOR L.M., the former head of the 3rd department of the USG OZERKIN A.D. and VOLODKINA E.V., the former head of the 6th department of the USG (all arrested).

13.                KOCHETKOV MI, former head of the 2nd department of the financial department, regimental commissar. Interrogated by

ELISAVETSKY and SILINTSEV.

Gave initial testimony that he was a participant in an anti‐Soviet military conspiracy, into which he was recruited in May 1937 by the former head of the Financial Department of the NPO PERTSOVSKY Z.D. (arrested).

After being recruited into the conspiracy, PERTSOVSKY assigned KOCHETKOV the task of not revealing the anti‐Soviet work of the participants in the anti‐Soviet conspiracy working in the financial bodies of the Red Army during the audit of the activities of the financial bodies of the districts.

KOCHETKOV named the participants in the anti‐Soviet military conspiracy known to him: VASILIEV ‐ the former chief of the financial department of the KVO, now the head of the NKO KVO (not arrested); TSUYUSHO ‐ ex. early financial department of

LVO; VOVROVSKY ‐ b. the chief of the financial department of the Ural Military District (both arrested) and ZYKOV ‐ the chief of the financial department of the Siberian Military District (not arrested).

In addition, KOCHETKOV testified that in 1927, when he was at work in the PUOKR PrivO, he was a member of the Trotskyist underground organization headed by the former. Petr SLOBODCHIKOV (arrested), the chief of the administrative department of the PUOKR Privo (arrested), about which he hid from the party all the time and, remaining in its ranks, continued to double‐deal.

14. MENCHUKOV EA, former researcher of the 5th department of the General Staff, former general. Interrogated: PROKHOROV.

He gave initial testimony that after the October Revolution he fled to the whites (in Tbilisi), where he began to form the Musavatist corps (he was the chief of staff of the corps).

After the Mussavatist Azerbaijani government united its troops with the Turkish ones, MENCHUKOV organized the Russian officers in the Mussavatist corps and transferred them to the service of General

DENIKIN.

After Denikin was defeated, MENCHUKOV, hiding his participation on the side of the Whites from the Soviet authorities, lived in Transcaucasia until 1925.

In 1925, MENCHUKOV came to work in Moscow and established contact with the existing counter‐revolutionary monarchist organization headed by Professor SNESAREV (convicted in 1930) and S. S. KAMENEV.

As members of this organization MENCHUKOV calls SNESAREVA,

LAZAREVICH BC ‐ b. Lieutenant Colonel, K.I.BESEDOVSKY ‐ b. colonel, BALTIC ‐ b. officer (the last three were arrested), and others that we are installing.

As an active participant in the monarchist organization, in 19271930. MENCHUKOV created a branch of this organization in the course ʺShotʺ, recruiting the former assistant. early courses by V.V. Popov (arrested), Y.A. SLASHCHEVA ‐ the teacher of the courses (died), and others that we are installing.

In 1930, the same branch of the monarchist organization by MENCHUKOV and LAZAREVICH was created at the Military Transport Academy. As members of this organization MENCHUKOV calls VA AFONSKY, KUNI (both arrested) and others who are being identified by us.

MENCHUKOV shows that the leadership of the monarchist organization was connected and received instructions from the White emigre center in Paris.

15. Khakhanyan GD, former member of the Military Council of the OKDVA, corps commander. Interrogated: MALYSHEV.

He additionally testified that at the beginning of 1937, the prosecutor of the Primorsky Group of Forces, a participant in the Malkin conspiracy (established), through his driver set fire to the garage of the headquarters of the Primorsky Group of Forces, as a result of which all the cars in the garage burned down.

KHAKHANYAN knows from SANGURSKY (arrested) that the chief of staff of the Ust‐Sungaria fortified area, a conspiracy participant DEDKOV (established), a similar case of burning the garage of the UstSungaria fortified area was organized through his driver, where all the cars belonging to the fortified area were also burned down.

In order to disrupt command and control, destroy all operational and other             documents,         and        disrupt communications,              Khakhanyan instructed the conspiracy participant SADOVNIKOV to set fire to the OKDVA headquarters at the start of the war.

SADOVNIKOV reported to KHAKHANYAN that he had started recruiting the necessary people from among the clerks and headquarters guards. SADOVNIKOV reported that he intends to commit this act of sabotage by setting fire to the zincography of the Trevoga newspaper, located on the 1st floor of the headquarters, where a lot of combustible materials, acids, etc. are concentrated. In order to distribute the fire, SADOVNIKOV deliberately kept a large number of boxes with live ammunition under the stairs of the main entrance to the headquarters.

16.                POPOV V. V., former teacher of the Engineering Academy. Interrogated by PETERS and KAPLAN.

He confessed that since 1925 he has been a member of the officerʹs monarchist organization, to which the former was recruited. General OLDEROGI (arrested). As a member of this organization, being the chief of staff of the corps in Kiev, he carried out anti‐Soviet and sabotage work along the line of combat training of the corps. He personally recruited former officers SHILBAKH and SOLOVKIN into the organization (both are being established). Knows how members of the organization of former officers LEBEDEV, KAZAKOV (to be established), PAUKE (not arrested) and MALAKHOVSKY (arrested).

In 1927 and 1928, he had several meetings with officers of the German army, Major CRETTO and KOCHENHAUSER, to whom he passed on classified information regarding the organization and construction of the Red Army.

In 1937, POPOV was recruited by the former head of the Engineering Academy SMOLIN (convicted) into an anti‐Soviet military conspiracy and, on his instructions, carried out sabotage in teaching tactics.

17.                Gailit Ya.P., former commander of the Siberian Military District and the Ural Military District. Interrogated by PROKOFIEV and BRENER.

He confessed that he was a member of an anti‐Soviet military‐fascist conspiracy and a Latvian nationalist organization.

GAYLIT testified that in 1933 EIDEMAN told him about the existence in Moscow of a Latvian nationalist organization headed by RUDZUTAK, and that this organization has a military center ʺvoenkaʺ led by EIDEMAN, ALCSNIS and BERZIN, and there are authorized ʺmilitary menʺ in the field. The task of the Latvian organization is to provide all‐round assistance to fascist Latvia, expand its borders at the expense of the USSR, and assist in the defeat of the USSR in the war with Germany.

GAILIT gave his consent to EIDEMANʹs proposal to join the Latvian nationalist organization and received the task to cobble together Latvian personnel in the Siberian Military District.

Knowing about the bad relations between GAILIT and TUKHACHEVSKY, EIDEMAN offered him to talk with TUKHACHEVSKY in the interests of the Latvian organization.

In November 1933, GAILIT was invited by TUKHACHEVSKY to the office of an NGO. TUKHACHEVSKY, after a long conversation on political topics about the situation in the Soviet Union, about the wrong policy of the party, about the need to change the party leadership and overthrow the Soviet power, recruited GAILIT into an anti‐Soviet military conspiracy, stating that he knew from EIDEMAN about his participation, GAILIT, in the Latvian organization.

GAILIT from TUKHACHEVSKY received assignments to recruit new participants in the conspiracy among the highest command personnel, to undermine the combat training of units, to spoil military property, military weapons and equipment, while observing the strictest secrecy. GAILIT was connected with the conspirators GYAZNOV in an antiSoviet conspiracy ‐ the former military commanders of the ZabVO,

PROKOFIEV       ‐       b. early PUOKRA       SibVO,      and       LAPIN       ‐

b. pom. command troops OKDVA (all arrested).

GAYLIT personally recruited SEREBRYANNIKOV into an anti‐Soviet military conspiracy in Sibvo ‐ b. head of the veterinary service in the Siberian Military District, TSYGANOVA ‐ head of the department of the headquarters of the Siberian Military District, VAKKER ‐ b. commander of the 218th regiment (all arrested).

According to the Latvian organization, GAILIT was associated with the center of the Latvian military organization BERZIN ‐ b. early Reconnaissance Department of the Red Army and ALCSNIS ‐

b. early Red Army Air Force (both arrested).

GAILIT, being authorized by the ʺmilitaryʺ of the Latvian organization in the Siberian Military District, did a great job of recruiting Latvians into the Latvian nationalist organization.

18. GOLUBKOV AP, former head of the mobotal department of the Main Directorate of the Civil Air Fleet. Interrogated: GORBULIN.

He gave initial testimony that, being a student of the Red Army Air

Force Academy in 1925, he was recruited by V.I. in Zinovievskaya K.‐

R. work among former seafarers ‐ students of the BBA.

On the instructions of ZOFA GOLUBKOV, they were recruited into the Ph.D. organizing the students of the academy BESSONOV, SILIN (both arrested), KONOVALOV, ZHEGANIN (to be established) and POMAZANOV (died).

For his anti‐Soviet work, GOLUBKOV was associated with members of the anti‐Soviet underground ZOF and KURKOV (both arrested).

On the instructions of the organization, GOLUBKOV was planned for terrorist activities, in connection with which he carefully concealed his belonging to the organization, everywhere opposed all the enemies of the party, trying to prove himself from the best side.

In 1930, he contacted b. Chief of the Civil Air Fleet GOLTSMAN, who was headed by Ph.D. organization in the Civil Air Fleet.

Of the members of this organization, GOLUBKOV knows GOLTSMAN

               (died),       ANVELT,       PURMAL,       BEREZIN,        POSHEMANSKY,

DOBROVOLSKY (all arrested), SLEDZ, SERDOK (both established), VARLOV, MIKHALSON, SILIN, GROSA and MALTSEV (not arrested).

GOLTSMAN, ANVELT and BEREZIN, he was scheduled to commit a terrorist      act          over       the          Peopleʹs Commissar         of            Defense Comrade. VOROSHILOV. GOLUBKOV gave his consent to this. The terrorist act was supposed to be carried out at the end of 1933 in the building of the NGO, where GOLUBKOV had constant access as the head of the mobilization department of the Civil Air Fleet. However, he did not receive any specific assignments for direct implementation.

GOLUBKOV on the buildings of GOLTSMAN, ANVELT and BEREZIN carried out active subversive work to disrupt airfield construction on defense routes and in the field of mobilization work, which he headed.

19. VASILKOV AI, former officer of the Military Engineering Academy, military engineer of the 2nd rank. Interrogated by CHEKHOV and SHOKHIN.

Gave initial testimony that, while in the DCK in 1934, he was recruited into the former anti‐Soviet military conspiracy. Head of the Department of Engineering Troops of the Pacific Fleet BANDIN (arrested).

According to BANDIN, VASILKOV is aware of the participation in the anti‐Soviet conspiracy of the Pacific Fleet engineers: the head of the UNR 101 KHANAEV, the head of the UNR 109 GERENA and the deputy. the head of the defense construction of the Pacific Fleet ROZE (all three were arrested).

In February 1935, Vasilkov was recruited by the former. Head of the 1st department of the headquarters of the Pacific Fleet ORLOV

N.M. (arrested) for spy work for Japan.

VASILKOV for Japanese reconnaissance handed over the schemes of new batteries in Vostok Bay and Cape ʺKrasnyʺ (Ussuri Bay), as well as the schedule of batteries L‐V 11, 12 and 15.

11th DEPARTMENT

1. PT SHILKIN, Socialist‐Revolutionary, former deputy head of the Eastern Central River Administration of the Peopleʹs Commissariat for Water. Interrogated by: MATKIN, POPOV.

He gave additional evidence that in 1936 he created a militant Socialist‐

Revolutionary    terrorist                group,   which    included               SEMENOV, SHUMILOV, ABRAMOV (arrested) and KHITRIK (convicted).

The terrorist group intended to prepare a terrorist act against the leaders of the CPSU (b) and the government during their visit to the Bolshoi Theater on one of the solemn days.

I knew from the SR SEMENOV about his participation in the fighting SR group in the NKPS, which was preparing a terrorist act against Comrade. L. M. Kaganovich This group was going to present Comrade. KAGANOVICH disguised as a gift from the old cadres of railway workers a model of a steam locomotive filled with explosives. This plan failed, since Comrade KAGANOVICH left the NKPS.

Instructed the SR ABRAMOV to prepare a terrorist act against comrade STALIN. ABRAMOV has developed a plan for a terrorist attack on Comrade. STALIN and other members of the Politburo of the Central Committee of the CPSU (b) during the opening of the VolgaMoscow channel. The terrorist act was not carried out because of the arrest of a number of members of the terrorist group.

In 1931, together with one of the leaders of the anti‐Soviet SocialistRevolutionary organization in Arkhangelsk, A. Popov (convicted) established a connection for anti‐Soviet work with KONTORIN (arrested), with whom Popov had previously agreed on joint work of the Socialist‐Revolutionaries and the Right to prepare an armed uprising against Soviet power.

He knew from Kontorin about his participation in the organization of the right wing LOBOV and BOVIN (former employee of the Peopleʹs Commissariat for Water ‐ convicted).

Received from KONTORINA task to disrupt timber rafting in 1932.

To fulfill this task, he recruited LEVITIN and BORISOV (former workers of the Sovlesplav trust) into the organization, with the help of which he organized the sinking of more than 500,000 cubic meters of timber, causing colossal losses to the state.

Subsequent sabotage work on timber rafting caused the state a loss of over 400 million rubles.

After arriving in Moscow on the instructions of N.V. in 1936, through anti‐Soviet work, he contacted members of the organization of the right in the Peopleʹs Commissariat for Water GUROVICH and BOVINBIM (convicted).

He took part in a conspiratorial meeting at GUROVICHʹs apartment, where together with BOVIN, CHEVERDIN (convicted) and BOGOV

N.V. (arrested) agreed to create a leading group of the bloc of rightists, Trotskyists, Mensheviks and Socialist‐Revolutionaries in the Peopleʹs Commissariat for Water Resources and to intensify work on the preparation of terrorist acts against the leaders of the CPSU (b) and the government.

He knew about the participation of ROSENTAL (arrested), BYSTROVA (convicted) and ZASHIBAEVA in the anti‐Soviet Trotskyist organization.
