I am sending you a summary of the most important testimonies of those arrested by the Directorates of the NKVD of the USSR for April 25, 1938.

FIRST CONTROL

For the 4th DEPARTMENT

1.  ROTHERMEL. Interrogated: VLADZIMIRSKY, COOPER.

He showed that in 1931, during an operational trip to Ust‐Urta, Kruchinkin involved him in an anti‐Soviet military conspiratorial organization. At the same time, Kruchinkin informed him about the existence of a military conspiracy headed by Egorov and Yagoda, which aims to overthrow the Soviet regime and establish a military‐fascist dictatorship in the country.

In November 1931, Kruchinkin named ROTHERMELA as members of the organization in the GUPVO ZARIN A.D., KRAFT E.E., LEPIN A.G., PRAVDIN V.A. and gave instructions on sabotage work aimed at disrupting the supply of troops with military equipment.

ROTHERMEL further testified that in 1931, at the direction of Kruchinkin, he contacted a member of the organization KELLERMAN on espionage work in favor of German intelligence.

2.  STAROSTIN KF, former secretary of the Penza City Committee of the All‐Union Communist Party of Bolsheviks. Interrogated: VISEL, PINZUR.

In addition, he showed that in the fall of 1935 he went to work in the Peopleʹs Commissariat for Water Resources and here he established organizational ties with the members of the Pravotrotskyist organization:          PAKHOMOV, ZASHIBAYEV, SHEVERDIN      and VISHNYAKOVSKY.

Together with PAKHOMOV, ZASHIBAYEV, and others, he developed a plan for disrupting the measures of the Party and the Soviet government to raise water transport.

The sabotage in water transport was carried out by depersonalizing and mortifying loans issued by the government, by disrupting the timely completion of the most important capital construction projects, disrupting the supply of shipyards with materials and spare parts. For sabotage purposes, the development of a master plan for reorganizing the track facilities of the Volga‐Kama basin was also delayed.

3.  USPENSKY K.Ya., a former teacher of a medical pharmaceutical plant, a former Socialist‐Revolutionary. Interrogated: BRESGIN.

He showed that in 1918 in Tashkent, being a member of the Central Committee of the Left SRs of Turkestan, together with other members of the party of the Left SRs, in particular, BELOV, DOMOGATSKY and CHERNYAVSKY, were preparing an armed uprising against Soviet power. This uprising was prepared on the instructions of the members of the Central Committee of the party of the Left SocialistRevolutionaries SPIRIDONOVA and KAMKOV.

Preparing for an armed uprising against Soviet power, USPENSKY and other members of the Central Committee of the Left SRs of Turkestan negotiated with the British intelligence colonel BAILI about rendering assistance to them during the uprising.

In 1919, after the establishment of Soviet power in Turkestan,

USPENSKY entered the CPSU (b) for double‐dealing purposes.

4.                   BRONSKY MG, former deputy of the Peopleʹs Commissariat for Foreign Trade , at the time of the arrest of Art. Researcher of the Academy of Sciences. Interrogated: KONKIN.

During previous interrogations, BRONSKY confessed that he was a member of the anti‐Soviet organization of the right and an agent of German and Polish intelligence.

Additionally, BRONSKY testified that for espionage work in favor of

Germany and Poland, he was involved: VINOGRADSKY ‐ former. employee of the State Planning Committee of the USSR, in charge of planning domestic trade, IRKOVICH ‐ former. senior researcher at the Institute of Market Studies, and CHALKUSHYAN ‐ former. State Bank consultant.

5.                   Fomin V.V., former deputy. Peopleʹs Commissar for Water, before his arrest, director of the Soyuztextilshveitorga NKVT. Interrogated:

RADCHENKO.

He confessed that he was a member of the anti‐Soviet Trotskyist organization. Beginning in 1930, he conducted counter‐revolutionary sabotage work on water transport.

FOMIN also testified that a lot of sabotage work was carried out in the sea transport by N.M. YANSON. ‐ ex. deputy. Peopleʹs Commissar for Water, with whom FOMIN was associated for counter‐revolutionary activities.

In 1936, FOMIN moved to work in the Peopleʹs Commissariat for

Foreign Trade, where, in the second half of 1936, he established an antiSoviet organizational connection with Khloplyankin, under whose leadership he carried out sabotage work in Soyuztextilshveitorg.

The destructive work mainly consisted in overstocking of stores with slow‐moving goods, in disrupting the supply of the population and disorganizing trade.

For the 6th DEPARTMENT

1. Uvarov NM, former early. Aviation Directorate of the Central Council of the USSR Osoaviakhim. Interrogated by: MOROZOV, DERGACHEV.

In addition, he showed that, being an assistant to the commander of the Moscow Military District, in 1934 he recruited into an anti‐Soviet military conspiracy: VOYTKEVICH ‐ a former aviation engineer of the Moscow Military District (arrested), SMAGA ‐ former. the commander of the Monino air brigade (to be established), and NAPOLSKY ‐ the former chief of staff of the 3rd corps air unit (not arrested).

Being the head of the Aviation Directorate of the Central Council of the Osoaviakhim of the USSR, UVAROV in 1936 recruited into a military conspiracy: ZAKHAROV ‐ the head of the aero club department of the Aviation Directorate of the Central Council of the Osoaviakhim (arrested), SEREBROVSKY ‐ the former beginning. Aviation of the Osoaviakhim of the BSSR (arrested), KHATSRYNOV ‐ the former chief of aviation of the Osoaviakhim of the Ukrainian SSR (arrested), MAKEY ‐ the former chief of aviation of the Osoaviakhim of the Voronezh region (to be established).

UVAROV testified that he and his deputy for the Aviation Directorate Osoaviakhima TRETYAKOV (arrested, confessed) in 1936 received an assignment from EIDEMAN to intensify recruitment into a military conspiracy among the flight technical personnel of Osoaviakhim aviation in order to create rebel aviation units that could be used at the time of the uprising to support ground rebel groups.

UVAROV carried out work on the formation of such links in the Kiev flying club through the chief of aviation of the Osoaviakhim of the Ukrainian SSR KHATSRYNOV, TRETYAKOV carried out similar work at the Ulyanovsk flight school of the Osoaviakhim through the head of the school KONSTANTINOV (arrested) and the chief of staff VOSNITSKY (arrested).

The Uvarovs were instructed to create an insurgent link to the head of the parachute center of the Central Council of Osoaviakhim, Captain

ZABELIN (not arrested).

The head of the Central Aero Club DEICH had the same task from EIDEMAN, who created an insurgent air link from the conspirators, consisting of ALEXEEV (convicted), DYMOV (convicted) and a third pilot (does not remember his last name).

In addition, it was planned to create an insurgent aviation link in the Kherson flight school of Osoaviakhim.

According to the agreement of EIDEMAN with ALCSNIS, the combat training of the recruited pilots was supposed to be carried out in the units of the Red Army Air Force, where they (the pilots) were to be sent under the pretext of improving their qualifications.

2. KV TRETYAKOV, former deputy. early Aviation Directorate of the

Central Council of Osoaviakhim. Interrogated: DERGACHEV.

Additionally, he showed that in 1935‐36. he recruited into an antiSoviet conspiracy: MIROSHNICHENKO ‐ head of the personnel sector of the Aviation Directorate of the Central Council of the USSR Osoaviakhim (not arrested), GALETSKY ‐ inspector of the Aviation Directorate of the Central Council of the USSR (not arrested),

KONSTANTINOV ‐ head of the Ulyanovsk school of Osoaviakhim (arrested), ODISHARIA Osoaviakhima (established), KOCHINA ‐ inspector for political work of the Aviation Directorate of the Central Council of the USSR Osoaviakhim (not arrested), and IOFFE ‐ assistant. early on the political part of the Kherson flight school Osoaviakhim (to be established).

All these persons, on the instructions of Tretyakov, carried out subversive work in the aviation of Osoaviakhim and recruited new participants in the conspiracy.

Tretyakov shows that on the instructions of EIDEMAN and UVAROV, the head of the Aviation Directorate of Osoaviakhim (arrested, confessed), in the Ulyanovsk and Kherson flight schools, in the parachute school of the Central Council of Osoaviakhim and the Kharkiv flying club from the participants in the conspiracy, pilot instructors were selected for especially active, quite ready ...

From these persons it was supposed to create combat flight groups and use them at the time of the uprising to help the rebels on combat aircraft.

In addition to the established program lessons, these activists under the guise of command training were conducted aerial firing classes.

Special training of such pilots in the Ulyanovsk school on the instructions of Tretyakov was carried out by the participants in the antiSoviet military conspiracy: the head of the school KONSTANTINOV, the head of the school staff VOSNITSKY (arrested) and the inspector of the Aviation Directorate of the Central Council Osoaviakhim GALETSKY.

In the parachute school, this work was directly supervised by UVAROV through the head of the parachute school, captain ZABELIN.

In the Kharkov flying club, the recruitment and training of pilots for insurgent purposes was carried out by the head of the flying club

ROMANOV.
