Dear comrade Stalin!

1) Before leaving 1 , I took with me additional proposals for imported spare parts, edited them and now send them to you. We discussed these issues in the commission and, in my opinion, the proposals are indisputable. With the representative of the NKVneshtorg comrade Sorokin, everything was agreed. It has also been agreed with NKTyazhprom on the withdrawal of part of the ball bearings from Sibselmash, a couple of tens of thousands of imported ball bearings have been there for a year now, and now you can undoubtedly take some.

For magneto and additional ball bearings, we give the task to Moscow plants - Elektrozavod and Ball Bearing. When I arrive, I will take measures so that they complete the task. In view of the urgency of these issues, I ask you to vote without waiting for my arrival.

2) I am sending you a transcript of my report at the plenum. I'm ashamed to download you, but if you can, please view 2 .

3) Today we managed to familiarize ourselves with the situation with the repair of tractors. Here they know no more than in NKZem and NKSovkhoz. The sowing committee has developed a repair plan, and the authorities of the Tractor Center, NKZem and NKSovkhozes are helpless in operational management. Rostselmash was given 1000 engines for repairs, I think that they can be given more than 3 . At night we are going to Armavir, after which I will inform you in more detail.

4) Sheboddaev considers it inexpedient to raise the question about food aid now, after my arrival from the regions I will talk to him again 4 .

On January 31, 1933, Kaganovich and members of the brigade visited Rostselmash, Zernotrest and Zernotraktor, attended a meeting of the regional committee bureau (Ibid. L. 44).

4 At a meeting of the bureau of the North Caucasian Regional Committee, Sheboddaev said that “20 mil. pounds, and collected so far 4-5 mil. poods [...] the lack of food is most acutely felt in the Novo-Aleksandrovsky district. Employees of the OGPU who left the regional committee stated about 100 cases of death from starvation, ”etc. (Ibid. L. 74). On February 7, 1933, the PB made a decision: “To release 300 thousand [thousand] poods of grain (rye) at the disposal of the North Caucasian Regional Committee and the Regional Executive Committee for the food needs of the workers of state farms, MTS, MTM, as well as the assets (party and non-party) of needy collective farms » (Ibid. F. 17. Op. 162. D. 14. L. 60).

Do you know who allowed the American correspondents in Moscow to go to the Kuban? They concocted infamy about the situation in the Kuban (see their correspondence). We must put an end to this and forbid these gentlemen from traveling around the USSR 1 . There are so many spies in the USSR.

Litvinov writes that Rushdie 2 "got it wrong again", in this case, about Beneš and the Little Entente. In general, Rushdie is a talker. It's time to get it. Litvinov asks to expedite the deal with the pact with the Italians. He is right.

I propose to accept Comrade Potemkin's proposals (all 3 points), i.e. regardless of whether the French have been notified of the negotiations with Italy, immediately give Mussolini's consent and submit to him our draft non-aggression plan, entrusting Comrade Potemkin to conduct the negotiations .
