The Council of People's Commissars of the USSR decides:
1. The resettlement of 2,000 families of Iranians from the border regions of the Azerbaijan SSR to the Kazakh SSR is entrusted to the Council of People's Commissars of the Azerbaijan SSR.
2. The transportation of the resettled people is to be entrusted to the People's Commissariat of Internal Affairs of the USSR.
3. Reception, resettlement, construction and economic organization of migrants in the Kazakh SSR shall be entrusted to the Council of People's Commissars of the Kazakh SSR.
4. Oblige the Council of People's Commissars of the Kazakh SSR to build during 1938-1939. 1,000 semi-detached houses for Iranian settlers, involving the settlers themselves in the construction and procurement of building materials. Financing and provision of building materials in 1938 to be made at the expense of unused funds and material funds allocated by the Decree of the Council of People's Commissars of the USSR of February 20, 1938 for the economic organization of the Koreans who moved to the Kazakh SSR.
5. To propose to the Council of People's Commissars of the Kazakh SSR to submit for approval by the Council of People's Commissars of the USSR no later than November 15, 1938, a plan for resettlement and measures for the economic arrangement of settlers and an estimate for resettlement construction.
6. To oblige the People's Commissariat of Agriculture of the USSR to ensure the production of settlements on collective farms with the collective farmers-migrants in kind and in money for the workdays worked out by them until the day of departure.
7. Transfer the residential premises of the settlers in the places of exit, as well as the construction of Iranian collective farms, to the district executive committees on the basis of acts, having made a preliminary assessment of them. To impose on the district executive committees the payment of the cost of individual houses to the owners in cash, and when the collective farm buildings are handed over, to issue appropriate acts to the boards of collective farms.
The People's Commissariat of Finance of the USSR to allocate 2.0 million rubles for this purpose at the expense of funds allocated to the Council of People's Commissars of the Kazakh SSR for the economic organization of Korean settlers post. 8. To oblige the People's Commissariat of Trade of the USSR to allocate to the Central Union in 1938 additionally at the expense of the market for the supply of Iranian settlers - a winter outer dress, felt boots and manufactory for 500 thousand rubles. Propose to Tsentrosoyuz to organize a trading network in the places of resettlement of migrants.
9. To propose to the People's Commissariat of Agriculture of the USSR, the People's Commissariat for Food Industry, the People's Commissariat of Transportation and the People's Commissariat of State Farms to carry out all operations for the acceptance at the places of exit and for the issuance of livestock and grain to the resettlers at the places of settlement according to exchange receipts.
10. Oblige NKPS to provide rolling stock:
a) for the transportation of migrants at the request of the People's Commissariat of Internal Affairs of the USSR;
b) for the delivery of building materials to construction sites for immigrants at the request of the Council of People's Commissars of the Kazakh SSR;
c) for the transportation of working and productive livestock at the request of the People's Commissariat of Agriculture and the People's Commissariat for Food Industry of the USSR.
11. Allocate 3,829,545 rubles for the expenses of organizing the resettlement of Iranians and for their transportation at the expense of funds allocated to the resettlement department of the USSR People's Commissariat of Internal Affairs for 1938, of which:

12. Extend to Iranian settlers the benefits, the procedure for financing, lending and the procedure for organizing resettlement, provided for by the decree of the Council of People's Commissars of the USSR of February 20, 1938 for Korean settlers.
