Citizens of the Ukrainian state!

The regional wire of Ukrainian nationalists proclaimed an uprising in all Ukrainian lands of an independent Cathedral Ukrainian state. By this order, the first units of the OUN combat units have already gone into battle. The struggle for Ukraine is already underway. I was appointed by the regional wire as the initial commander of the Ukrainian Revolutionary Army. I, as the initial commander of the Ukrainian National Revolutionary Army, give the following order:

I

Ukr. nat. the army takes upon itself: a) the protection of the borders of the Ukrainian state from an external enemy and the fight against him, b) the protection and security of the actions of the Ukrainian state power, c) the protection of life, labor and property of citizens of the Ukrainian State.

II

There is still an enemy in Ukraine. Most of the Ukrainian land is still occupied by the enemy - the Moscow Red Army. It is necessary to throw the enemy out of Ukraine. It will take a long struggle a) therefore, I am organizing combat training of all Ukrainian armed forces; b) the fight against the enemy, like any action, requires the unification of efforts into one organized series. Therefore, all OUN groups and all spontaneous rebel military groups will urgently establish contact with the initial commander of the Ukrainian National Revolutionary Army and submit to it in all [fullness] of their activities. Assign responsible and send to the headquarters of the initial team 2(main team); c) any unauthorized groups that do not want to obey the initial command (the main team), do not lay down their arms, I will consider enemy gangs and order them to be shot without exception. The same applies to Polish, Moscow and other military units that want to operate on Ukrainian soil.

III

a) by special order I create the Center <...> 3 Ukr. air force and the Center of Ukrainian. armored weapons, b) all pilots, tankers urgently contact their center and service, c) all flying [and] armored units must immediately obey their centers and establish contact with them.

IV

a) There is a war on Ukrainian lands. The German army (Deutsche Wehrmacht) acted as our ally in the fight against Moscow and for this it must be respected; b) The main role in the first phase of the struggle against Moscow will fall on the German army. While the Germans will beat Moscow, we will be able to create a strong Ukrainian army, so that later, with united forces, we can begin to redistribute and arrange the world; c) I appoint as the sole sovereign on Ukrainian soil the Ukrainian people and their spokesman for the Ukrainian nation headed by Stepan Bandera. Any claims to this right of ours will meet our resolute armed rebuff. We will help the German Army in the fight against Moscow in every possible way, but we will create our own Ukrainian army.

V

a) In addition to the Ukrainian Revolutionary National Army, there is also the Ukrainian Military Legion; b) Ukrainian Military Legion and Ukr. National Rev. The army is only two parts of one Ukrainian army. Both are subordinate to the OUN with Stepan Bandera at the head, to the General Staff of the OUN; c) both are fighting for an independent conciliar Ukrainian state.

VI

The Ukrainian National Army first of all: a) accepts [under] protection all railway stations and junctions, military warehouses, training grounds, barracks, cities and all centers of state life, protection of factories, mines, transport; b) the future army in the state of formation will undergo military training to become a powerful force, only the best units will take part in the battles against the enemy.

VII

a) Soldiers of the Ukrainian Revolutionary Army take uniforms left over from the Soviet army. On the left arm above the elbow is a yellow-blue bandage with the inscription "Ukrainian army"; b) foremen, foremen and retinue will have a yellow-blue armband with a Trident; c) all the military will take an oath of allegiance to the Ukrainian nation, Ukr. to the state and the Provision of Ukrainian Nationalists headed by Stepan Bandera; d) destroy all enemy insignia.

In territories where there are no military garrisons, the protection of state property and military facilities, transport, mines, grain warehouses, etc. will take over the village and city councils; b) in connection with this, I order the creation of auxiliary military departments in each settlement, the so-called. Ukrainian departments. nat. defense, sichevye archers. They will include all persons liable for military service in these villages (youth, old people); c) their task is guard duty at military installations and transport, etc.; d) they cooperate with the army in the fight against paratroopers and saboteurs; e) their task is the military training of youth.

IX

a) I install on the territories of all Ukrainian. lands martial law; b) all property, all citizens, their life, work and way of existence are transferred under the protection and jurisdiction of the military authorities.

X

a) Establishment of the military rev. Tribunal for all offenses against Ukrainian. people, Ukrainian state, Ukrainian army, morality and security; b) I establish cumulative responsibility (tribal, national) for all offenses against Ukr. states, Ukrainian armies; c) establish punishments for crimes: the death penalty, placement in a concentration camp, imprisonment, confiscation of property; d) report sentences within 8 hours to regional or divisional teams, and within 24 hours. execute.

XI

a) I order you to hand over all weapons and hand over Ukr. troops or give departments Ukr. state security service; b) do not give weapons to strangers.

XII

a) District military teams are formed immediately in each district. A regional military command is formed in each region; b) they will conduct a census of all combat-ready Ukrainians; c) determine selection committees;

d) will begin to create planned regular units of Ukr. armies and their training;

e) take over the protection of military property on their territory;

f) start creating military guards and military support structures.

By a separate order I will appoint the commanders of large military associations and district and regional military teams. The war we are starting is holy. She has to win. So everyone to the front!
