Resolution of the Politburo of the Central Committee of the All-Union Communist Party of Bolsheviks "On Ukraine and Belarus"

Resolved:
 
According to the available data, there is reason to assume that in the event of serious kulak-peasant uprisings in right-bank Ukraine and Belarus, especially in connection with the upcoming eviction of Polish-kulak counter-revolutionary and espionage elements from the border regions, the Polish government may intervene. In order to avoid all this, the Central Committee considers it necessary to issue the following directives to the Central Committee of the CP(b)U and the Central Committee of Belarus, as well as to the relevant bodies of the OGPU:
 
1) to carry out the directive of the Central Committee of March 10 on combating distortions of the party line in the countryside with all determination, especially in the frontier districts of Ukraine and Belarus;
 
2)    to focus both in the sense of political work and in the sense of military-Chekist training on ensuring that no anti-Soviet speeches are allowed in the border districts of Ukraine and Belarus;
 
3) to transfer to the border districts within a week a sufficient number of experienced Party workers at the expense of other districts to help local organizations;
 
4) to strengthen in the border districts quantitatively and qualitatively within a week the operational staff and maneuvering military groups of the OGPU at the expense of other reserves
 
5) to prepare the operation of arrest and eviction of the kulak-Polish counter-revolutionary elements with all care and carry out as soon as possible;

6) to carry out the operation of evicting the kulak-Polish elements in the most organized manner and without noise;
 
7) the main task: to prevent any kind of mass demonstration in the border districts;
 
8) to acquaint with the text of this directive, as especially secret, only members of the Politburo of the Central Committee of the Communist Party (b) of Ukraine and the Bureau of the Central Committee of Belarus and the PGPU of Balitsky and Rappoport.

Handwritten draft original. In the preamble of the column “ Resolved”, the words “in the right-bank” are inserted above the line instead of the crossed out “in the West”, “with the upcoming eviction” - instead of “with the implementation of the last decision of the Central Committee on the eviction”, “counter-revolutionary and espionage elements” - instead of “ families." 
 
Before the word "go" crossed out "undertake". 
 
The phrase "as well as the relevant] bodies of the OGPU" is written above the line. Item "1)" is written later on the back of the sheet with item "2)". Before paragraph “2)”, it is marked accordingly: “1) - see on the back”. 
 
In paragraph "1)" the abbreviation "CC" is inserted instead of "PB",  and the word "districts" - instead of "district". In paragraph "3)" the word "frontier" is inserted instead of the crossed out "these", the words "in a week's time" - instead of "the best political workers for the entire period until the end." The word "party" is written above the line. After the word  "workers" crossed out "to help." 
 
In step"4)" the word "strengthen" was inserted instead of the crossed out "concentrate", the words "composition and maneuvering military groups" - instead of "and border troops",  the words "other reserves of the OGPU" - instead of "other available reserves". The words "within a week's time" are written above the line. 
 
In paragraph  "5)" the words "arrest and" are placed above the line. The words "counterrevolutionary] elements" are written above the line instead of the crossed out "families". Initially, this word was replaced by a then crossed out phrase"and other [other] individual counter-revolutionary elements from such kulak-Polish families." After the word "prepare" the line "politically and"  is crossed out . At the end of this paragraph, it is crossed out: "to explain to the peasants the political] necessity of such an operation."
 
 In paragraph "6)" the words  "evictions of kul[atsk]-political] elements" are placed above the line instead of the crossed out "this". The words "as organized as possible and" are written above the line. 
 
In paragraph "7)" before the word "warn" crossed out "do not allow", and after it - "any attempt to".
 
In paragraph "8)" the words "in the text", "as especially secret"  are placed above the line. The word "only" is inserted instead of the crossed -out "only". The names of Balitsky and Rappoport were added later. On l. 24 there is a handwritten note: “O[special] p[apka]”. Here is also a handwritten note about the belonging of the document to the office work of the meeting of the Politburo, protocol No. 120, paragraph 72/34 def. with the date  "11/III 30". Below is a record of the mailing list: “Extracts: to Kosior Stanislav in cipher, to Gay in cipher. Yagoda. At 29 about. record of voting results by poll: “Voroshilov is in favour. Molotov - for. Rykov - for. Rudzutak - for. Stalin - for. Mikoyan - for. Kaganovich - for. Ordzhonikidze - for Opposite the surname of Kalinin, recorded after Voroshilov, and the surname of Tomsky, recorded after Stalin, there are no marks.

Handwritten original on the form of decisions of the Politburo of the Central Committee of the All-Union Communist Party of Bolsheviks. Item number "72" is not affixed. In the column "Resolved" it is written: "The decision is a special folder." At the bottom there is an entry about the distribution: "Extracts from comrades: Kosior Stanislav and Gay (in cipher), Yagoda."
