Bolshevik mandate to voters

May 7, 1917

When electing our representative to the Soviet of Workers 'and Soldiers' Deputies, we instruct him to uphold the following views:

I.       About the war

The present war, started by kings, kings and uncrowned robberscapitalists, is a plundering war that brings only death and ruin to all the peoples of the world, and millions of profits to a handful of capitalists. Russia, having overthrown the autocracy of the tsar, has not yet overthrown the yoke of the capitalists. The secret treaties concluded by Nikolai the Bloody with the British and French capitalists have not yet been published. Blood is shed for these dark, dirty agreements to this day.

Until the workers, soldiers, the poorest peasants, who really do not want to rob anyone, take power, we shed our blood only for the interests of a handful of capitalists and landowners.

It is possible to end the present predatory war in a just peace only against the will of the present governments, only by overthrowing the capitalists and landlords of all countries. Socialists of all countries should follow the example of Karl Liebknecht, who was sentenced to hard labor for honestly fighting against "his" Wilhelm and "his" capitalists.

II.     About earth

All lands - not only tsarist, appanage, monastic, but also the land of the landowners - must be transferred free of charge to the peasants.

The peasants must take these lands immediately and plow them now. It is impossible to wait until the Constituent Assembly, the convocation of which has not even been appointed yet. The postponement calls into question the whole matter. It is disastrous to wait! The landlords' plan is to delay and, if possible, to disrupt the transfer of land to the peasants altogether.

The land, as well as the living and dead inventory of landlord estates, must be taken in an organized manner, under the control of Soviets of Peasant Deputies and deputies from agricultural workers. Do not allow any disorder. Revolutionary discipline is essential. Soldiers from the front must send their delegates to Soviets and committees, under whose control the landlord's land will be taken away.

III.   About labor

For all workers and women workers in cities and villages, an 8hour working day should be introduced with an increase in labor wages that would at least go to the level of high prices. It is necessary to establish control of the Soviets of Workers 'and Soldiers' Deputies over the production and distribution of products. Without this, the country faces famine. Not the "control" of the capitalists, but only the control of the Soviets of Workers 'and Soldiers' Deputies can provide the cities with grain, and the countryside with a cheaper product.

IV.  About power

All power in the country must belong only to the Soviets of Workers', Soldiers', Peasants' and other Deputies, to which must be added the Soviets of Railwaymen and other employees. An agreement with the capitalists, the abandonment of the capitalist gentlemen, prolongs the war and worsens our situation inside the country.

No confidence in the "new" government, for it remains the government of the capitalists, no support for it, not a penny of money for it. He didn’t have anything to do with the “defencist” parties advocating an agreement with the capitalists and participation in the government of the capitalists!

V.     About the police

We must never allow the police to be reinstated. Instead of the police, instead of a standing army, we need the militia, the universal arming of all citizens of both sexes.

Vi. About devastation and high cost

For a successful struggle against devastation and lack of bread, it is necessary: 1) to end the war as soon as possible, 2) to transfer all power as soon as possible into the hands of the Soviets of Workers 'and Soldiers' Deputies. The Provisional Government, which even now consists mostly of capitalists, cannot successfully fight against economic ruin. It protects the profits of the capitalists and the benefits of the landlords. It does not want to allow workers to have control over the production and distribution of products - control that alone can weaken the devastation. The Provisional Government is incapable of revolutionary measures that alone can save the country from starvation.

All power to the Soviets of Workers 'and Soldiers' Deputies! The whole world will believe them. Then we can end the war and lead Russia to happiness.

Our delegate is obliged to act in the Council on the basis of this order. Whoever deviates from this path will be recalled by us, and in his place we will elect another delegate, a supporter of our views.

If our present delegate does not share the views set out here, we ask him to resign and elect another comrade.
