Against the pogromists

To the workers, soldiers and the entire population of Petrograd

April 15, 1917

Citizens! The newspaper Russkaya Volya, founded by the tsarist minister Protopopov and despised even by the Cadets, is conducting a pogrom agitation against our party, against the newspaper Pravda, against our comrades Lenin and Zinoviev, against the Petersburg committee of our party, located in the Kshesinskaya palace. We have a number of reports, not only verbal, but also written, about threats of violence, a bomb, etc.

From the very first days of the revolution, the capitalists disguised as "republicans" tried to sow enmity between workers and soldiers. At first, they lied about the workers, as if they wanted to leave the army without bread. Now they are trying to incite them against Pravda.

We appeal to the honor of the revolutionary workers and soldiers of Petrograd and declare:

Not only was there not a single, direct or indirect, threat of violence to individuals from our side, but, on the contrary, we always declare that our task is to explain to the whole people our views, that we consider the Soviet of Workers 'and Soldiers' Deputies, elected by all workers and soldiers, the only possible revolutionary government.

Comrades of different parties who passed through Germany on the very first day of their arrival made a report to the confidants of all workers and soldiers, namely: the Executive Committee of the Soviet of Workers 'and Soldiers' Deputies. This Executive Committee included Chkheidze, Tsereteli, Skobelev, Steklov and others.

Comrades! These leaders of the Soviet of Workers 'and Soldiers' Deputies in many ways do not share our views on questions of state structure. They could not act out of nepotism towards us.

What did the Executive Committee do?

He published the full report on the passage through Germany in his Izvestia No. 32 dated April 5, 1917.

This report contains all the facts and names of foreign socialists of two neutral countries, Switzerland and Sweden, who checked our protocols.

What did the Executive Committee decide? Did he express condemnation or at least dissatisfaction with the passage of Lenin and others through Germany?

Not. The editors of Izvestia, in the same issue, set out the resolution of the Executive Committee:

“The Executive Committee, after hearing the report of Comrade

Zurabov and Zinoviev, decided to immediately appeal to the Provisional Government and take measures for the immediate admission of all emigrants to Russia, regardless of their political views and attitude to the war. We will report on the results of negotiations with the government in the coming days. "

Everyone can see that there is not a word here against Lenin and his comrades. Here a warning was given to the Provisional Government, here it was decided to take measures so that it did not obstruct the passage to Russia ...

Exchange between Russians and Germans took place dozens of times during the war. Member of the State Council Kovalevsky was exchanged for an Austrian, etc. For rich people, governments arranged exchanges more than once. Why doesn't the current government want to arrange an exchange for emigrants? Because it wants to cut off the opportunity for a number of fighters to participate in the revolutionary struggle.

What is Russkaya Volya and newspapers like Rech and Unity following in its footsteps doing?

They continue to persecute, inciting dark people to violence against individuals, and do not publish a report or a resolution of the Executive Committee! ..

The Executive Committee of the Soviet of Workers 'and Soldiers' Deputies was informed of the names of a number of socialists who checked and approved every step of the emigrants connected with the trip. These are the French socialists Loriot and Guilbeaux, the Swiss socialist Platten, the Swedish socialists Lindhagen (the mayor of Stockholm), Karlson, Ström, Nerman, the German socialist from Karl Liebknecht's group Hartstein, the Polish socialist Vronsky.

Such behavior of "Russkaya Volya", "Rech", "Unity" is complicity with the dark forces that threaten with violence, pogrom, bomb.

Comrades soldiers and workers!

We warn you against the gentlemen of Russkaya Volya, Rech, and Unity, and declare again and again: we are for explaining the views of all parties to the whole people, we are for respect for the Soviet of Soldiers 'and Workers' Deputies.

If the Provisional Government, if the newspaper Rech, if Mr. Plekhanov is dissatisfied with the behavior

Of the Executive Committee of the Soviet of Workers 'and Soldiers' Deputies, why don't they declare this openly? Why don't they require revision? Why are they afraid to reprint what is said in Izvestia of the Council of Workers 'and Soldiers' Deputies in No.

32. Why? Because they want to sow confusion!

If violence is used in one form or another, we blame the editors and employees of Russkaya Volya, Rech, Unity, etc., who dare not to publish the report and resolutions of the Executive Committee and conduct dark persecution.

The newspaper Delo Naroda, in which Minister AF Kerensky is closely involved, has already indicated that the methods of these newspapers are helping the pogromists (Delo Naroda, No. 23).

Let the Milyukovs, Amfitheatrovs, Plekhanovs and company know that if violence begins to be used because of their persecution, it will turn primarily against them.

Down with pogrom agitation! Down with the heroes of persecution and deceit who hide the decisions of the Executive Committee!

Comrades soldiers and workers! You will not allow pogroms to darken the freedom of the people! You will achieve respect for the decisions of your Soviet of Soldiers 'and Workers' Deputies!
