The Central Committee of the CPSU (b) authorizes the arrest of Usein Rakhmanov and Hasan Rakhmanov. We ask you to thoroughly cleanse the Nakhichevan republic, polluted by Hasan Rakhmanov, from all evil spirits. Keep in mind that Nakhrespublika is the most dangerous point in the entire Transcaucasia. A real Bolshevik proven leadership must be installed there. Yusuf Kasimov will be directed to you.
