Soldiers! Workers! Citizens!

August 24, 1917

Enemies of the people went on the offensive at night. The staff Kornilovites are trying to pull off the cadets and shock battalions from the vicinity. Oranienbaum's cadets and drummers in Tsarskoye Selo refused to perform. A treacherous blow is being planned against the Petrograd Soviet of Workers 'and Soldiers' Deputies. The newspapers Rabochy Put and Soldat were closed, the printing houses were sealed. The campaign of the counterrevolutionary conspirators is directed against the All-Russian Congress of Soviets on the eve of its opening, against the Constituent Assembly, against the people. The Petrograd Soviet of Workers 'and Soldiers' Deputies stands on the defense of the revolution. The Military Revolutionary Committee is leading the rebuff to the onslaught of the conspirators. The entire garrison and the entire proletariat of Petrograd are ready to deal a crushing blow to the enemies of the people.

The Military Revolutionary Committee decides:

1.                   All regimental, company and command committees, together with the Soviet commissars, all revolutionary organizations must meet continuously, concentrating in their hands all information about the plans and actions of the conspirators.

2.                   No soldier should be absent from his unit without the permission of the committee.

3.                   Immediately send two representatives from each unit and five from each district council to the Smolny Institute.

4.                   All actions of the conspirators should be reported immediately to the Smolny Institute.

5.                   All members of the Petrograd Soviet and all delegates to the AllRussian Congress of Soviets are invited immediately to the Smolny Institute for an emergency meeting.

The counter-revolution has raised its criminal head. All the gains and hopes of the soldiers, workers and peasants are in great danger. But the forces of the revolution are immeasurably greater than the forces of its enemies.

The cause of the people is in firm hands. The conspirators will be crushed.

No hesitation or doubt. Firmness, endurance, endurance, determination!

Long live the revolution!
