Comrades!

The organization of counterrevolutionary forces now taking place at the Moscow Conference compels all of us to be especially vigilant and careful.

All sorts of attacks on the part of counter-revolutionaries are possible. The duty of all to be on the guard of the revolution and its conquests.

Therefore, be vigilant, vigilant and careful! Do not believe any dark rumors spread by the servants of the counter-revolution! Don't fall for any provocation! No speeches without a call from the Central Committee of your party!
