Article No. 188.

Decree of the Council of Peopleʹs Commissars .

In view of the cessation of hostilities and the beginning of peaceful construction, the Council of Peopleʹs Commissars instructs the Peopleʹs Commissariat of Food, the All‐Russian Central Council of Trade Unions and the Supreme Council of the National Economy to establish, within a week, the procedure for facilitating the transition of workers and employees from one enterprise to another, in cases where this is called household, family and industrial circumstances and subject to full provision of the normal course of production in the interests of the national economy.
