1) Today, in the presence of Rukhimovich, they issued his release and approved Andreev and Blagonravov.

1. I strongly object to the appointment of Rukhimovich as Chairman of the State Planning Commission or Deputy of the Supreme Economic Council. If you can wait a week, put the question aside. It would be better to give him a job outside of Moscow.

2. Andreev apparently wants to gather all the North Caucasians into the NKPS. It is hardly advisable. Kalashnikov can be given to Andreev. Zhukov too. At the expense of Mezhlauk, you need to think. The position of Blagonravov must be clearly defined as the first or second deputy, otherwise there is nothing to remove him from the TOGPU. Postnikov can be put on the Belarusian road, removing Polyudov from there, who is unsuitable for work in the NKPS. The queering can be sent to the krayplan to the North Caucasus.

On October 5, 1931, the PB agreed with the proposal of the Presidium of the Central Control Commission on the approval of Rudzutak as the People's Commissar of the RKI "USSR" and the election of his chairman of the Central Control Commission (Ibid. Hello, Dear Comrade Stalin!

1). Yesterday I sent you a telegram about Rukhimovich's work. I consider Molotov's proposal to appoint him chairman of the State Planning Commission wrong. It will not be a combat State Planning Commission, but a rotten one. When we talked with Rukhimovich, he again repeated his own, that the matter is in the materials, in the supply of transport, and not in the shortcomings of the work, that the transport workers are disorganized by the fact that they are given an unrealistic plan of 60 tons of wagons. This is the same Menshevik skepticism about which you correctly wrote. After that, appointing him to the State Planning Committee is simply ridiculous. Where can it be, I have not figured out now whether the proposal of the Supreme Council of National Economy is suitable, I also find it difficult to say - I doubt it. In any case, we are waiting for your word.

2). We decided on a plenum, as you suggested, we will no longer convene any meeting on grain procurements, we are not drawing up decisions on transport, probably some of them will be suitable for the plenum, some simply by order of the NKPS. We will advise you when you arrive.

3). About Germany. There was a proposal to send Rozengolts and Weitzer to Berlin to negotiate our exports, but for the time being we limited ourselves to calling Khinchuk and Bessonov for a message in order to send Weitzer later. It seems to me that it is hardly expedient to send Rozengolts now.

four). It is bad business with harvesting vegetables, especially potatoes. We press on this case, we adopted a special resolution 1 .

five). There was a dispute over the price of products sold by the collective farmers in the shops they open. Yakovlev believed that some of these stores should be allowed to sell at higher prices (similar to commercial stores), but we accepted that at cooperative prices 2 .

On September 30, 1931, the PB established that the collective farms and state farms sell vegetables in their stores at the prices at which the cooperatives and state trade in the given locality trade (Ibid.).

1. Neither the first nor the second deputy of the NKPS can be a person who is not familiar with transport and transport workers. Neither Kosior, nor Lyubimov, nor Eikhe are suitable for this business. I suggest Blagonravov or Mironov as the first deputy. These are the most suitable candidates. Got a letter.

1) I was amazed at Comrade Molotov's proposal to appoint Comrade Rukhimovich Chairman of the State Planning Commission - therefore, Deputy Chairman. SNK. For the fact that Rukhimovich failed in the NKPS and led (and is still doing!) vile agitation against the practical line of the Central Committee (the question of rates, etc.), he is made deputy to the Council of People's Commissars, he is promoted! What nonsense!? Is it possible to educate cadres in this way? Needless to say - good "education".

The same must be said about Sergo's proposal to replace Rukhimovich in the Supreme Council of National Economy. These people do not understand that Rukhimovich is Frumkin No. 2 1 . with the difference, however, that Rukhimovich is more dangerous, since, unfortunately, he is a member of the Central Committee. I wrote about this already Sergo.

Rukhimovich should be reduced and sent to work outside Moscow through the Supreme Council of National Economy 2 . Then everyone will understand that the Central Committee is not joking and is not talking in vain about the general line. They will understand and persevere.

2) I read your telegram about the composition of the board of the NKPS. It turned out, it seems, not bad. I would take another step forward and dilute the collegium more with Chekists. Without Chekists and Yerkaists, the 3rd NKPS cannot get on its feet at this stage. But we'll talk about it in Moscow. It is also good that Blagonravov became the second deputy 4 .

3) Under no circumstances should Postyshev be handed over to the Council of People's Commissars. He is needed and more valuable in the secretariat of the Central Committee than in the Council of People's Commissars. It seems to me that Molotov has not yet studied Postyshev properly.

Frumkin sent letters to the PB in which he criticized the policy of emergency grain procurements, which became the beginning of the departure from the NEP (Frumkin's letters were published: The tragedy of the Soviet village. Collectivization and dispossession. 1927–1939 V. 1. 1927–1929, edited by V. Danilov et al., Moscow, 1999, pp. 290–295, 443–459). Stalin responded to Frumkin with a letter in which he accused him of defending the kulaks (Stalin I.V. Works. Vol. 11. M., 1949. P. 116–126).

On October 12, 1931, the PB approved ML. Rukhimovich as the manager of the Kuzbassugol association (RGASPI. F. 17. Op. 3. D. 854. L. 7).

On October 13, 1931, after Stalin returned to Moscow, the PB made a decision to second workers to transport. V.A. Kishkin was appointed the new Deputy People's Commissar of Railways (head of the Main Inspectorate of the NKPS), who was only approved on September 30 as the head of the transport department of the OGPU instead of G.I. Blagonravov. At the disposal of the NKPS for leadership work, it was ordered to send 15 heads of the road departments of the GPU, 12 road party organizers, at least 50 district workers of the transport GPU and at least 50 district secretaries-party organizers, 50 workers of railway trade unions (RGASPI. F. 17. Op. 3. D 854. L. 7.).

1) The following decisions were made on the collegium of the People's Commissariat of Railways: Mironova - first deputy, Blagonravova - second, deputies - Shushkov and Bulat; members of the board - Kalashnikov, Rosenthal, Zhukov, Ivanov Constant., Sevryugin, Rusanov, Bilik, Frumkin, Onotsky, Pavlov. In addition, they decided: to release Kviring and Gorovoy from work in the People's Commissariat, to release Polyudov from the post of director of the Belarusian-Baltic Railway. appoint Postnikov the director of this road, Pozdeev the director of the Kazan road, Sinev the director of the Transcaucasian road, send Rutskoy to the Supreme Council of National Economy, send Neiman and Uralov to work in the People's Commissariat of Railways 1 .

2) I am reporting some data on the economy for September. There are still no exact figures for the growth of the VSNKh's industrial output in September; it is assumed that the growth compared to August will be 9-10%. Industrial output of Narkomsnab shows growth in September against August by 14%. The procurement of grain with garnets in September amounted to 306 million poods, with a plan of 450 million poods (last year in September it was 289 million poods). Since the beginning of the campaign on October 1, only 681 million poods have been harvested (last year on October 1 it was 492 million). Winter crops were sown on October 1st 29.6 million hectares, i.e. 69% of the plan. 13.2 million hectares have been plowed under fall fall, i.e. 31% of the plan.

3) Tomorrow the question of sending Rosengolz to Germany will again be raised in the Politburo. Please let me know your opinion - is it expedient or is it limited to Weitzer for the time being? Hello.
