Dear comrade Khrushchev, comrade members of the Soviet government delegation, comrade ambassador, comrades, friends!
On the days of the fifth anniversary of the founding of the People's Republic of China, a Soviet government delegation headed by Comrade Khrushchev arrived in Beijing, spent here, together with the Chinese people, the joyful days of the National Day of the People's Republic of China, participated in the opening of the Exhibition of Achievements in Economic and Cultural Construction of the USSR, and also visited several important cities of China. We greet the government delegation, which has done us a great honor by their visit, with boundless joy. Allow me, on behalf of the Government of the People's Republic of China and the Chinese people, to express our most heartfelt gratitude to our closest friends and comrades - the entire composition of the government delegation.
During the stay of the Soviet government delegation in China, meetings were held between the Chinese and Soviet sides on a number of questions relating to Sino-Soviet relations and the international situation. At these conferences, held in an atmosphere of sincere friendship and mutual understanding, a complete unity of views was achieved.
Based on the results achieved at these meetings, a joint declaration on matters relating to Sino-Soviet relations and the international situation*, a joint declaration on relations with Japan, and a joint communiqué on the withdrawal of Soviet troops from the joint Chinese naval the Port Arthur base and on the transfer of this base to the full disposal of the People's Republic of China**.
These declarations and communiqués not only sum up the sincere cooperation between the PRC and the USSR over the past five years, based on the great importance of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, in protecting and maintaining peace in the Far East and throughout the world; these declarations and communiqués not only sum up the major successes achieved in several years by China and the Soviet Union in the struggle to ease international tension in the Far East and throughout the world; these declarations and communiqués revealed the unanimity between the great people of the Soviet Union and the people of China, revealed their firm desire to further strengthen and develop the fraternal friendship between the two countries, their determination to wage a stubborn and tireless struggle in defense of peace and security in Asia and throughout the world,
These declarations and communiqués also show that the peoples of China and the Soviet Union will continue to strengthen solidarity with the peoples of the fraternal countries and with the peace-loving peoples of the whole world, will make efforts to develop friendly cooperation and economic and cultural ties among the peoples of all countries, and will also based on strict adherence to the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, mutual non-interference in internal affairs, equality, mutual benefit and peaceful coexistence, establish and develop relations with the countries of Asia and the Pacific, as well as with all other countries. The Chinese and Soviet governments also expressed their readiness to take steps to normalize their relations with Japan.
There is no doubt that the close cooperation between China and the Soviet Union revealed in these talks not only corresponds to the interests of the Chinese and Soviet peoples, but also corresponds to the interests of all the peace-loving peoples of Asia and the whole world. I am confident that the declarations and communiqués published today will not only receive sincere support from the Chinese and Soviet peoples, but will also find support from all peace-loving peoples throughout the world.
Based on the results of these negotiations, a joint communiqué was also published today on the existing mixed Chinese-Soviet societies**, a communiqué on the agreement reached on scientific and technical cooperation***, a communiqué on the construction of the Lanzhou-Urumqi-Alma-Ata**** railway line; As a result of negotiations, a new agreement was signed on a loan granted by the Soviet Union to China*****, and a protocol was also signed on increasing the supply of equipment for Chinese enterprises*****. In addition, the Soviet people donate to the Chinese people the necessary machinery and equipment for the organization of one large grain state farm******. At the same time, the Soviet government is donating to the Chinese government machine tools and agricultural machines on display at the Soviet exhibition*******.
Both the published documents and the signed agreements, as well as the donated machines, machine tools, equipment - all this indicates how high the spirit of internationalism, care and help is imbued with the attitude of the government and people of the Soviet Union towards the cause of socialist construction and transformation in China.
By the example of these friendly acts, the Chinese people are once again deeply convinced that, following the bright path traversed by the Soviet Union, we can always receive friendship, cooperation and active support from the government and people of the Soviet Union. Therefore, the Chinese people can once again be convinced that, as Comrade Khrushchev said, the Soviet people are forever our most reliable, most faithful friend.
The great all-round, technically perfect fraternal assistance of the Soviet Union to China is really friendly, really constructive help. It shows the world a new type of international relations.
At the heart of this kind of relationship is a sincere desire to provide mutual assistance and mutually promote progress and prosperity. I am extremely glad to take this opportunity to express on behalf of the government and people of the People's Republic of China to all Soviet specialists who are here, far from their homeland, as well as to all those traveling to our country to help us in our construction, our deep respect and gratitude, because they help our workers and peasants, technical workers and employees of state institutions, scientists and artists to quickly restore and develop our national economy and help the further victorious advance of the cause of socialist construction in our country.
The Chinese people are now directing their forces towards the implementation of the first five-year plan. In order to ensure the success of construction, we must most diligently learn from the best practices of the Soviet Union. Comrade Mao Zedong constantly teaches us this. Soviet today is our tomorrow. Numerous facts over the past 4 years prove that the brilliant example of socialist construction of the great Soviet Union illuminates the path for us, we must certainly fulfill our glorious task - to master the Soviet experience.
Comrades! The fraternal Sino-Soviet friendship, embracing 800 million people and a quarter of the world's territory, is an eternal, indestructible friendship. Nobody can separate us. This kind of friendly relationship with irresistible force continues to strengthen and develop every day, it will develop invariably in the coming centuries and generations!
Long live the great, indestructible friendship between China and the Soviet Union!
I propose a toast to the health of the leaders of the Soviet government and the Communist Party of the Soviet Union!
