Ali Fouad informs us in a note that our consul in Kars refused to endorse the documents relating to the wagons with ammunition, which are to be sent by the Turks through Tiflis‐Batum to the West Turkish Front. Norman  must be immediately notified of the unhindered issuance of visas to the Turks and all measures must be taken to ensure that Turkish ammunition travels unhindered along the aforementioned route.
